We had 50 written responses from the 55 people that attended the meting requesting feedback on the future use of the Coarsey Farm land on East Campbell. That feed back will be applied to a draft plan that will come back to the community to review prior to submitting to the Planning Commission. This is additional information that we compiled as answers to some of our questions regarding current zoning as MUG and MUG-A. All of this information comes from the Metro Planning GIS website available here at https://www.nashville.gov/Planning-Department/Mapping-and-GIS/PropertyMapping.aspx in case you want to find out more information.
We have identified 600 MUG-A parcels and 430 MUG parcels in Nashville. The biggest concentrations of MUG-A are the Gallatin Road corridor from 5th St to Douglas and the Charlotte Ave/Elliston Place corridor - identified below. As you know MOST of our Nashville pikes were historically zoned CS (Commercial Services) similar to this Madison Square site and continue to have that zoning. It is generally more restrictive to land use, though the provision of Adaptive Residential (which allows residential along Arterials and Collectors and that doesn’t count toward FAR has been use din a number of instances. CS does not, however limit height, whereas MUG does.
Also some of the largest concentration of MUG (no “a” there) includes portions of Germantown, Vanderbilt and 21st Ave near that campus, Trevecca and many individual sites scattered across the city. We can send along some screen shots of those if needed.
I would imagine that many of these areas were rezoned during the Nashville Next process along with thousands of other parcels to be consistent with the Community Character Manual.
The property currently falls under CS (Commercial Service). CS zoning is described in 17.08.020 of the Metro code as the following:
CS, Commercial Service District. The CS district is intended to provide opportunities for a diverse range of commercial uses that include retail trade and consumer services, automobile sales and repair, small scale custom assembly, restaurants, entertainment and amusement establishments, financial, consulting and administrative services. This district may be used in areas policied for concentrations of mixed commercial community development, at selected locations within super community retail concentrations and regional activity centers, or in the vicinity of major intersections within existing arterial commercial areas.
The CS zoning designation has the following bulk regulations:
MUG, Mixed-Use General District and MUG-A, Mixed-Use General District Alternative. The MUG and MUG-A districts are intended to implement the moderately high intensity mixed-use policies of the general plan, being appropriate near major concentrations of employment, commercial or institutional uses. These districts also may be used near the central business district, within regional activity centers, or in areas otherwise policied for concentrations of mixed commercial development with high levels of accessibility, including public transit service. The bulk regulations are designed to encourage consolidation of land and large scale development on or near arterial streets. MUG-A is designed to create walkable neighborhoods through the use of appropriate building placement and bulk standards and is an alternative to a zoning district that requires a site plan.
The majority of the adjacent lots are under one of the above three mentioned zoning designations. However, directly across Madison St. to the Northwest there is a Planned Unit Development (PUD), and there are a couple of Mixed-Use Neighborhood (MUN) designations that are in the immediate vicinity as well.
MUN, Mixed-Use Neighborhood District and MUN-A, Mixed-Use Neighborhood District Alternative. Designed to implement the lower intensity mixed-use policies of the general plan, this district also may be used as an alternative to commercial zoning along prominent streets, or to promote the preservation and adaptive reuse of existing buildings that contribute to the historical or architectural character of an area. Bulk standards are designed to maintain a residential-scale of development. At a minimum, these districts should have good access to collector streets and public transportation service. MUN-A is designed to create walkable neighborhoods through the use of appropriate building placement and bulk standards and is an alternative to a zoning district that requires a site plan.

There are no Specific Plan sites or significant developments in progress within ½ mile radius of the parcel.

The 2,935-square-foot project will be staffed by Saint Thomas Health physicians, nurse practitioners, and medical assistants. The clinic will be open to the public and will be able to help with chronic health conditions that require immediate and long-term care.
Maplewood’s Academy of Sports Medicine and Wellness provides its students with real-world insights into healthcare careers through internships and job shadowing. The new clinic will create more learning opportunities available to students, according to school leadership.
There will be 101 high school seniors in the program. When they graduate, they will be certified as medical assistants.
Teachers, staff, and students can be treated by clinic staff. Jere Baxter and Gra-Mar students can also be referred to the clinic due to their proximity to Maplewood. Family and community members will be able to access the clinic without entering the main school building through the clinic’s external entrance.

Due West Towers - Charles Jones and his daughter Lynn Golden have invested nearly 500k in the property cleaning out asbestos and completely restoring the commercial kitchen. They have hired Tom White as legal counsel and Dale & Assoc. as an engineer for planning and tenant acquisition. The property is 54 acres and development of it will happen in phases. Each phase requiring rezoning will have community input. - They have been showing the office towers to many interested parties and may have a tenant on a 2-year lease for two of the floors in one of the buildings soon.

Community Feedback requested: For consideration for a Land Policy Amendment to the East Nashville Community Plan on various properties west of Ellington Parkway. I have been working with the land owners (all local) and the Metro Nashville-Davidson County Planning Department on preparing a comprehensive explanation of this request for community input.
The date has been set for that meeting at Studio 615 on January 7th at 10am. Please make plans to come!

The Smith- Carter House
This stone, Monterey-style house was built in 1925 and purchased in 1952 by “Mr. Country,” Carl Smith, just weeks before his marriage to June Carter, of the famed Carter Family. The farm remained home to June and daughter Carlene after the couple’s 1956 divorce, during which time The Carter Family became a regular Grand Ole Opry act. In 1963, June wrote “Ring of Fire” here with Merle Kilgore, a certified Gold single recorded soon after by Johnny Cash and The Carter Family.
The Carter Family toured with Cash, often appearing on his show. June and Johnny recorded several duets and married in 1968. Family matriarch “Mother Maybelle” Carter, who developed the transformative “Carter Scratch” guitar picking style, moved here with husband Ezra in 1971 during his illness. Inducted into the Country Music Hall of Fame in 1970, Maybelle was featured on the 1972 Nitty Gritty Dirt Band album Will the Circle Be Unbroken. She stayed here until her death in 1978.
The Historic Marker dedication will take place Sunday September 9, 2018 3- 5 pm. The historical marker located near the Gibson Drive entrance, and the celebration will highlight the residence, barn, and grounds of this 13-acre Historic Landmark. The event will feature Jeff Hannah, lead singer of the Nitty Gritty Dirt Band, and Carlene Carter performing “Will the Circle Be Unbroken” and other songs connected to this amazing place. Invited guests include Marty Stuart, who lived in the home, and John Carter Cash. ( This event is at capacity for vehicles - walks ups are welcome. Please do not park on street.)

I have introduced a Resolution that Metro Council will consider on July 5. The Resolution urges the State of Tennessee to "preserve, not demolish, the Home for Aged Masons and the Masonic Boys School located at the R.S. Gass State Complex" in Nashville's Inglewood neighborhood.
In addition, on July 12 Historic Nashville will be joining local and state officials to deliver our Petition to not demolish the Masonic Buildings to the State Architect and others. The petition now has over 1,445 signatures. Have you signed yet?

What do you know about Starday-King Studio on Dickerson?
Vacant for 15 years, the historic landmark is overgrown, neglected, and showing signs of deterioration. What the future holds for this legendary recording studio is unknown. Metro Councilwoman Nancy VanReece hopes the property owner will “recognize its place in our history and work toward restoration or seek a qualified new owner that will respect the history created there and support the potential renaissance.” Two years ago, the city came together to save RCA Studio A from the wrecking ball. A dedicated group of Historical Activist, elected officials, and the community need to keep applying pressure on this important matter.
Representative Brenda Gilmore has requested "that no action be taken on either of these buildings until we have an opportunity to fully discuss the issue, come before the commission and present you and the commission members with the hundreds of names that have signed a petition asking that the buildings not be destroyed."

May 11, 2016 BREAKING NEWS: Officials hope to save Inglewood's historic Masonic buildings
We've needed to save the remaining historic Masonic buildings on the TBI Campus in D8 for a long time. The alarm sounded after Clint Camp noticed that the State of TN had placed $1.5M in the budget to demolish the buildings. With no public discussion. - Tim Walker from the Metro Nashville Historical Commission and I hosted an on-site visit April 29 with State Representative Bill Beck and State Rep. Brenda Gilmore to talk.
Action will be taken to request a reconsideration to take those same funds and move them toward stabilization efforts. Ultimate restoration and use of these amazing historic stone buildings can be realized only if they are saved from pending demolition.

Nashville Scene Dec 209: The state controls the fate of some other endangered sites, such as The Home for Aged Masons (R.S. Gass Boulevard off Hart Lane in Inglewood), a three-story Colonial Revival-style building constructed in 1913-1915. It and the nearby Boys' School, built around 1915, are the only surviving buildings from a larger complex dating to the early 20th century. The Tennessee Masons provided the campus as a home for widows, orphans and the aged, according to Historic Nashville, which placed these properties on its list.
Designed by the Nashville architectural firm of Asmus & Norton, who designed the Cathedral of the Incarnation on West End, the columned limestone building is listed in the National Register of Historic Places. It sits now on an office-building campus that houses the Tennessee Bureau of Investigation and other state agencies. Purchased by the State of Tennessee in 1941 for use as a tuberculosis hospital, the property was vacated in the 1990s

Tennessee Green Industry Expo gifts trees to Metro Nashville District 8's East Nashville/Madison communities.

Two organizations came together in McMinnville on October 6-7, and when they left, they made a donation that will benefit East Nashville and Madison. The Tennessee Nursery & Landscape Association and the Middle Tennessee Nursery Association held their joint conference and expo in McMinnville, providing their members education, exhibits, and a chance to give back – and many of them did. Neighborhood volunteers brought a flatbed truck and strong backs to help load up the gifted trees and landscaping on Friday afternoon for the return trip to Nashville.

Property owner Christian Paro has graciously offered to store the gifted vegetation on his property at Studio615 on Broadmoor. " I was on board as soon as I heard "tree donation"!!" said Paro.
Nancy VanReece, the Metro Councilmember for the District explained, "Paro was the former District Manager in the NYC Department of Parks and Recreation and I've seen his true love of his wooded property and his respect for green space. I was thrilled that he could help."
Madison volunteers met on-site at Studio 615 on Saturday to help unload the truck full of trees.
In total, the two associations donated over 60 trees and numerous more shrubs and plantings. With the help of volunteers, these will be placed to maximize their impact and ability to enhance the greater community. Dale Bennett, the TNGIE trade show coordinator, was critical to making the connection and ensuring there was enough help to get the donations loaded.
"Clint Camp and Janey Camp made this wonderful connection and I'm amazed and the result!, said VanReece. "We already have a home for one of the trees at Maplewood High School!"
She continued, "Plans are to consult with Public Works and Metro Schools first to see about proper planning and placement."

Welcome Abby Eitneier-Tolen as our newly appointed Metropolitan Beautification and Environment Commissioner for District 8. After my nomination to the Metropolitan Nashville Department of Public Works, she was confirmed by Mayor Megan Barry to a three-year term to expire July 31, 2018.
Thank you Abby for your commitment to the welfare and beautification of our city. Nashville is indeed fortunate to have citizens like you who are willing to volunteer their unique talents and sacrifice their time for our community.
Because D8 represents a number of amazing neighborhoods, I will be helping Abby make contact with community leaders in North Inglewood, Gra-Mar, Maplewood, Madison, and points in between.

NASHVILLE, Tenn. (WKRN) – A Nashville city leader wants to fix an issue that’s both unsightly and unhealthy.
Illegal dumping has been described by metro officials as a city-wide threat.
So far, Metro Public Works says its received over 350 calls for illegal dumping that they must respond to and clean up.
News 2 obtained photos that frustrated homeowners took of tires that had been dumped in neighborhoods in Bellevue and East Nashville.
City councilwoman Nancy VanReece says she wants to see people participate in neighborhood watches for trash.
“If we can get just as diligent in regard to trash and litter then it would be extremely beneficial,” VanReece told News Two.
Most items that are dumped illegally can be recycled for free. People can recycle up to four tires a month at any of the city’s waste facilities.
Refrigerators and couches are accepted at certain facilities. For more information visit Nashville gov.
You can even ask for curbside pickup for bulk items through the Davidson County Sheriff’s Department.

Ronnie Road. The Walker Building Group, LLC has been awarded the Storm Water Improvement Project and is approved to begin construction on Tuesday, September 6, 2016. With a construction length of 120 calendar days, Ronnie Road is scheduled to be completed by Tuesday, January 3, 2017.
September 2016 Updates
The 609 Cheron Road project has been filed with the Planning Commission for hearing on August 11, 2016 - This passed on Consent and proceeds to legislative process.
Thank you for everyone that attended the visit of the Mayo property on Gibson. The Historic Landmark and Historic Overlay will track on the Metro Nashville-Davidson County Planning Department Commission meeting on September 22nd.. This is to allow the property request designated as a Historic Landmark (HL) at the same time it’s designated as a Neighborhood Landmark (NL).
The first community meeting for The Maybelle overlay is scheduled at 11am on Saturday, July 9th at Nossi College of Art 590 Cheron Rd, Madison, TN 37115 Todd Mayo, the owner of the property who will remain the resident of the home, and Councilmember Nancy VanReece will be there to talk to neighbors and get feedback.

UPDATE MARCH 8, 2016: After further review from a lead engineer, regarding the Lemont Drive and Maplewood Lane 4-way stop request, due to limited sight distance on Lemont Drive (the hill) , Metropolitan Nashville Department of Public Works revised the recommendation. Our recommendation to make this a 4-way stop will be presented to the Traffic and Parking Commission in their April 14 , 2016 meeting for approval . The 4-way stop will be installed after we receive approval from the commission.
Staff’s recommendation is issuing a work order for the items listed as follows: -Install Cross road signs
-Install stop bar markings - Revise Stop Ahead signs - Revise Stop sign plates “Cross Traffic Does Not Stop” signs. In addition, Public Works staff will continue to investigate this location for possible solutions to traffic concerns in this area. 3/1/2016

UPDATE MARCH 9, 2016: Saunders Avenue Stormwater Detention/Retention Project: Crews are on their way to 4419 Saunders Avenue to begin demolition of the house. We should be completed by the end of the work day tomorrow.
This was this was initiated before I took office so I asked for a copy of the plans. Basically we could not come up with a feasible plan to take the flooding away from the home, so we are removing the home from the flooding.
Attached is a site plan for the proposed improvements to 4419 Saunders Avenue. This property will be used as a detention/retention pond to provide temporary storage of stormwater runoff during rain events. The improvements that are proposed for 4419 Saunders Avenue are part of the overall stormwater drainage improvements for 4419 & 4421 Saunders Avenue. Currently these design plans are 60% complete and as we draw closer to the completion of the design we will meet with you and go into greater detail of our proposed stormwater work.
February 18/16: We have run into a slight delay with beginning demolition operations on Saunders Avenue. We found out that Piedmont Gas has not killed their service connection and removed the meter box from this address and per the demolition permit requirements all utilities must be disconnected and meter boxes removed from site be demolition operations can begin.
We are in the process of having all utilities located and marked at 4419 Saunders Avenue to make certain that all utilities are killed and associated meter boxes removed before we move any demolition equipment onsite. I will update everyone when we have verified that all utilities have completed this task.

As described in the attached letters FEMA has approved our application to purchase homes in the Gibson Creek watershed. We held 2 public meetings in October 2014, and submitted the application to TEMA (Tennessee Emergency Management Agency) in early 2015. The funding for this project is the same funding that was made available to us following the May 2010 flood. The cost share for this project will be 75% federal, 12.5% State of TN, and 12.5% Metro.
As is our normal process with home buyout, the purchase of these properties will be on a willing seller basis. All these property owners signed a letter of interest so that we could include their property in the application, however they have the choice as to whether or not they accept our offer.
The appraisals have been completed so the next step will be that our contractor Bankers Title will contact the property owners to make an official offer. They should begin making offers by the end of February. Once the offers are accepted we will move forward with the real estate closing, abatement of any hazardous materials like asbestos and lead paint, then demolition and property restoration.
All the improvements on the property will be removed and the land will remain under the ownership of Metro and will be maintained as grassed open space for perpetuity.

Any projects past FY16 are projections that are based upon the most current information available at the time of these reports. Schedules, scopes, and estimated cost can be affected by the following: easement acquisitions, EPA/DOJ and TDEC plans approvals, market constraints, project coordination opportunities with other Metro departments or State agencies and internal priorities. Even though construction is shown in a particular district(s), the improvements can potentially benefit constituents outside the listed council district(s), those inside the listed district(s) or both.
